The Municipal Act B.E. 2496 (1953), Section 50, stipulates the duties of municipalities in providing public services to people within municipal areas. In particular, item (6) requires municipalities to promote education and training for local residents. This provision is consistent with the laws governing the decentralization of powers and responsibilities to local administrative organizations, which assign local authorities responsibility for providing public services to people within their jurisdictions. In addition, the National Education Act B.E. 2542 (1999), the principal law governing education in Thailand, grants local administrative organizations the right to provide education at any level, depending on their readiness, suitability, and the needs of local communities. With support and encouragement from the Department of Local Administration, local administrative organizations therefore play an important role in providing education, training, and vocational development in accordance with local contexts and community needs.
Educational provision by local administrative organizations also includes early childhood education, which is regarded as a crucial stage in laying the foundation for children’s learning and development. The primary objective is to promote age-appropriate and holistic development so that children can reach their full potential in four key areas: physical development, emotional and psychological development, social development, and intellectual development. Educational activities are organized in accordance with appropriate academic principles and educational approaches, with the aim of developing children into desirable individuals under the concept of “good children, capable children, and happy children.” This approach also prepares children to continue their education successfully and effectively at higher levels.
Tessaban 2 School, “Choeng Chum Anuchon Witthaya,” was established in B.E. 2494 (1951) as a public primary school under the Ministry of Education, initially providing education from Grade 1 to Grade 4. In B.E. 2506 (1963), the school was transferred to the jurisdiction of Sakon Nakhon Municipality under the Department of Local Administration, Ministry of Interior. In B.E. 2511 (1968), the school expanded its educational provision from kindergarten through Grade 6. In B.E. 2529 (1986), two early childhood classrooms were opened, followed by the expansion of educational opportunities to the lower secondary level in B.E. 2536 (1993). In B.E. 2545 (2002), the school became a pilot network school implementing the Basic Education Curriculum, and in B.E. 2546 (2003), Sakon Nakhon Municipality, in cooperation with the Ministry of Interior, constructed a three-storey school building with 12 classrooms. In B.E. 2549 (2006), the school was designated as a model municipal school in science and technology by the Department of Local Administration. Upper secondary education was subsequently introduced in B.E. 2553 (2010). Later, in B.E. 2555 (2012), Sakon Nakhon City Municipality adopted a policy to reorganize educational provision by transferring all secondary-level students to Tessaban 3 Secondary School, “Yutitham Witthaya.” Since then, Tessaban 2 School, “Choeng Chum Anuchon Witthaya,” has continued to provide education from kindergarten through Grade 6.
